The course is intended for workers, supervisors, employers, and self-employed personnel who use or are required to use Mobile Elevating Work Platforms (MEWPs) with or without stabilizers as part of their work activities.

In particular, the course is suitable for:

  • Construction and plant engineering operators
  • Personnel involved in maintenance, installation, and work at height
  • Staff operating in industrial, logistics, and civil sectors
  • Employers who directly perform operational activities

The course is valid for the mandatory certification required by Article 73 of Legislative Decree 81/08.

The aim of the course is to provide participants with the theoretical knowledge and practical skills necessary to safely, correctly, and legally operate MEWPs, both with and without stabilizers.

At the end of the course, participants will be able to:

  • identify specific risks related to MEWP use
  • correctly apply safety procedures
  • perform pre-use inspections
  • safely maneuver MEWPs in different operational contexts
  • operate in compliance with manufacturer instructions and current regulations

The course allows for the issuance of a MEWP operator certification, valid throughout the national territory.

Total duration: 10 hours

  • Theoretical module: 4 hours
  • Practical module: 6 hours

  • Reference legislation (Legislative Decree 81/08 and State-Regions Agreement 2025)
  • Types and components of MEWPs
  • Safety and control devices
  • Risk analysis (overturning, falls from height, crushing, electrocution)
  • PPE specific to MEWP use
  • Operating and emergency procedures

Practical module

  • Visual and functional pre-use checks
  • Positioning and stabilization of MEWPs
  • Operating maneuvers with and without stabilizers
  • Movement, lifting, and positioning at height
  • Simulations of operational and emergency scenarios

Final assessment

  • Theoretical test
  • Practical MEWP operation test

Certification

  • Issuance of certification in compliance with the new State-Regions Agreement
  • Validity: 5 years
  • Mandatory refresher training: 4 hours
